Muagan Yelloweye was a Half-orc spy from Dunland.

Disgraced due to his supposed Orcish ancestry, Muagan was cast out from the hills and settled somewhere in Breeland, where he made a living as a an enforcer for various employers. He was soon recruited by fellow Dunlending Doeth, an agent of "Sharkey", to keep watch over his local affairs. As required of his allegiance, Muagan ventured to the towns of Archet and Combe and bullied many into joining his cause.

Muagan provided Doeth with stolen food, drink and weaponry that was then shipped to Isengard and more lackeys for their company, all in preparation for the War of the Ring. Throughout this time he proved himself a valuable asset for the White Hand and was entrusted with the knowledge that his chief's employer was the outright great servant of the "Master" and that he had enough financial resources to reward them.

Paid hansomely for his services, Muagan acted as one of Doeth's trusted allies, helping spread his web of spies throughout Eriador by way of brute strength. Given his Dunlendish blood and knowing their ways, Muagan was summoned by Wrnach through the Craban Caru to Isengard. In the presence of Sharkey himself, he was dispatched to negotiate a treaty with Freca Croyu and fellow Hill-men chieftains. Thanks to his efforts, the Wizard had an audience with them and persuaded the Dunlendings to ensure his victory and pledge their support to Isengard, in exchange for help in destroying Rohan.

Muagan returned to the town of Bree, where he was ordered to intercept a dangerous fugitive wielding an object that both Sharkey and his Master desired. Though he did his best, the halfling evaded him and the other rogues at the Prancing Pony with the help of Aragorn.

Following the Hunt for the Ring, Muagan left Breeland for a time and banded together with a party of Isengard Orcs and Wild Men from Dunland in raids against Rohan. Pillaging and plundering, he and his associates drove of several Rohirrim, burning their homes to the ground, claiming their belongings and killing their animals. Muagan later participated at the Battle of Helm's Deep, where he barely made it out alive and fled back to Breeland. He enlisted in Doeth's attack upon Bree some time later and brutally murdered two of the townsmen, which earned him the scorn of the entire Eriador, forcing him to go into hiding until the Master's defeat.

Word soon reached him that Lotho Sackville-Baggins was imposing a terror regime in the Shire and that those who would back him would receive a share of the spoils. Ensnared by his greed, Muagan joined fellow ruffians and went to the Shire. After Sharkey eventually took over, new chief Long Tom tasked Yelloweye with bullying the peaceful Hobbits into submission, which the latter did gladly. When Lobelia Sackville-Baggins refused to accept Sharkey's authority, Muagan arrested her and imprisoned her for questioning his lord.

Muagan fought in the Battle of Bywater against the rioting Hobbits. During the confrontation, he got into a brawl with Meriadoc Brandybuck, bruising the halfling on the arm with his signature curved knife. However, getting up to his feet, Merry parried one of the incoming blows, which caused his adversary to lose his balance. Using the chance, the young Hobbit cut down Muagan, ending his enforcing days.
